Benefit Cap to minimum wage level

The government found right to cap the benefit at £ 26,000.00 per year. Why do they not cap benefit to the same level of minimum wages. After all the government agree that someone on minimum wage can get by and pay council tax and housing such as rent etc. Why then benefit people do get more than twice the minimum wages and make sure they never found any jobs.
