A loan is made from the Oregon State General Fund to finance a Major League Baseball Stadium in Portland, OR. The loan is paid back by taxing Major League Baseball players who play in the park.
No public funds are used. The public is not taxed.
The excess money generated from the tax when the loan is paid off will be placed in the Oregon General Fund for use by the State of Oregon.
