Child Support Enforcement

We hereby petition the U.S. Senate to pass the child support enforcement provisions in the TANF (welfare) reform re-authorization bill as passed by the Senate Finance Committee. To do so expeditiously, as a stand alone bill, to ensure that the 20 million families in the U.S. who are owed $92 billion in unpaid child support receive the relief they need and are entitled. Provisions in the bil include:
Passport denial if $2,500 behind in support (was $5,000)
Expand IRS offset (attachment of federal income tax to collect back support) for kids over 18
Family first distribution on IRS offset collections rather than paying off welfare debt first
Attach gamblers winnings
Federal Office of Child Support Enforcement (OCSE) to attach bank account and insurance claims on multi state cases
Social Security offset to collect back child support
Requires review of cases for modification on all cases every three years
Simplify child support payment distribution rules
$50 million to review fees, undistributed funds, interstate collections, modifications, automation, customer service
