Disarmament is not intended to enhance the security of an individual country or a group of countries, Disarmament should not become a tool for stronger nations to control weak ones, still less should it be an instrument for a handful of countries to optimize their armament in order to seek unilateral security advantage.
Some countries pursue the doctrine of 'mine is mine, yours is negotiable', and frequently impose economic sanctions on other countries under the pretext of nonproliferation.
Our conviction is that all the peoples of the world have a vital interest in the success of disarmament negotiations and that all Countries should be in a position to contribute to the adoption of measures for the achievement of this goal.
Stressing our conviction that total world disarmament would provide the answer to our question and the realization of such an aim and that the co-operation of all nuclear-weapons Powers would considerably facilitate this attainment.
We are calling for universal participation which is based on mutual trust, mutual benefit, equality and cooperation.
