Converting a portion of Clarence Square Park to an 'off leash' park

1) The City of Toronto has set aside funding to upgrade and improve Clarence Square Park
2) The majority of people who use Clarence Square Park are dog owners exercising their pets. In fact, very few people other than dog owners actually use the park for any activities
3) That the demography of the area has changed dramatically over the past few years with the construction of no fewer than ten high rise apartments in the immediate vicinity
4) That there is no 'off leash' park available in the immediate area
We petition the City of Toronto to segment, designate, and fence off an area of Clarence Square Park (approximately 25\%) to be identified as an 'off leash' park for dogs.
Benefits of implementing this change would be:
1) That the City will be responsive to the needs of citizens and local residents
2) 75\% of Clarence Square Park will become 'Dog Free', making it cleaner and more pleasant for non dog owners
3) The city will have more flexibility to upgrade the remaining 75\% of Clarence Square Park with flowers, shrubs, and other decorations that would prove difficult under the current situation with dogs using 100\% of the Park area.
