We believe changes are needed to ensure that they get access to as many away tickets as possible and that the allocation-setting process is much more consistent, fair, open and constructive than it is now.
To achieve this, we ask the Football Licensing Authority (FLA) to make the following changes:
When an authority decides, on safety grounds, it will consider reducing the away teams allocation for a given league or cup match involving professional clubs in England, it must:
- Announce this on the FLA website three months before the fixture, detailing the safety concerns and how the authority proposes to make a decision about the size of the allocation.
- Allow people to have their say by email in a 14-day consultation process so supporters can offer alternatives to cutting allocations.
- Organise a public meeting at which the relevant authority (a local council committee, for example) sets the allocation after considering the consultation submissions and verbal evidence during the meeting.
- Pledge that, if safety concerns are addressed at the fixture, the allocation will be increased the next time the two teams play at that stadium.
- Announce the allocation on the FLA website detailing the reasons for any reduced allocation and detailing, where applicable, who surplus tickets will be sold to.
