A BILL TO BE ENTITLED
AN ACT

To amend Chapter 8 of Title 4 of the Official Code of Georgia Annotated, relating to dogs, so as to define a certain term; to provide that no person shall import, sell, transport, carry, own, keep, or otherwise possess any live pit bull dog in this state; to provide for exceptions; to provide that certain dogs shall be neutered and confined; to provide a penalty; to repeal conflicting laws; and for other purposes.
We, The Undersigned here by join our voices in union, to state that BSL also known as Breed Specific Legislation is not an option.
Hundreds of thousands of people own this breed and have never had a problem, there is a extremely small percentage who have.
This specific breed in question, the American Pit Bull Terrier has been misconstrued by the media repeatedly. Everyday there is a news story that implicates the "pit bull". 90\% of the dogs implicated are NOT "pit bulls".
Known for its strength, determination and athleticism and its history of fighting this breed is extremely attractive to people of a low calibur.
Although this breed was originally bred to fight in the pits, hence the name "pit bull" these dogs are extremely non-aggressive. However, irresponsible owners have destroyed the view the public and the government has on this breed. These irresponsible owners abuse these animals, starve them, beat them, tie them up and kick them, force them to fight to eat, fight to live, and fight to die. Their owners are known to starve these dogs for days before eating in order to "make it meaner in a fight", they are known for using little puppies as "bait" or practice for the larger dogs, they are known for shooting a dog in the chest and leaving it to die, for losing a fight. These people are the problem. The dogs are not.
The American Pit Bull Terrier is a proud dog, an extremely intelligent dog, athletic, loving, and caring dog who will do anything to please their master. Is it their fault they have horrible masters who teach them evil? They are dogs, they do not understand good and evil, only what they are taught.
Banning a breed of dog, any breed of dog goes against everything this country was founded on. If the council was to ban this breed, it would be guilty of discriminatory and arbitrary enforcement. This is not a breed issue it is a behavior issue. Banning the breed is not the answer, implementing a "zero tolerance policy" is the answer.
Zero tolerance on Animal Abuse charges.
Zero Tolerance with Aggressive animals.
