1. medicinal use(prescribed by physician with co-pay of $10)
2. recreational use(no more than 2oz. and a regulated sales tax)
3. all users of the product must be 18 years of age or older
4. same rules that apply to ciggarettes apply to product
5. Tax stamp includes 75¢ health impact fee & 35.6¢ cigarette sales tax (Commissioner of Revenue sets sales tax rate each August)

1 of the biggest concerns about legalizing it is, that there isnt a accurate way to know how much money is being collected... (last I knew we are in a recession, isnt are main goal to get our economy back running?)
