We, the undersigned, express our sincere concern regarding House Bill 393, which makes it illegal for Maryland teenagers, under the age of 18, to transport other passengers, under the age of 18, until they have had their provisional license for 5 months. This bill would make it difficult for students who attend private schools to get to school because there is no transportation provided by the school. This law would also make it difficult for kids who live in rural areas to get into the urban areas, which is where the places of employment and schools are located.
We feel that this bill would not be fair to the teenagers who are preparing to receive their licenses.
As citizens of the State of Maryland we are very disappointed that the public was not given a say on this issue. This is not a democracy if the citizens are not given a say.
