National Day of Reflection on Crimes Against Humanity

We, the undersigned, residents of Canada, draw the attention of the House to the following:

THAT :

April 7th 2004 marked the 10th anniversary of genocide in Rwanda.

The Canadian government has set a great example in showing its support for Rwandan citizens and its commitment towards the respect of human dignity in supporting the motion voted by the General Assembly of the United Nations (Res 58/234) on December 23rd 2003, in installing an International Day of Reflection to commemorate the victims of Rwanda Genocide.

This commitment of our government has been enforced by the unanimous support of the motion moved by the Honorable Don Boudria, to declare April 7th as the Day of Remembrance of the victims of the 1994 Rwandan Genocide nationally.

As part of this 10th Commemoration, our group Humain Avant Tout planned a day of remembrance in organizing A minute of silence ceremony to restore the dignity of those who perished during the Genocide of 1994 in Rwanda. This event took place on April 7th 2004 at the Universitй du Quйbec а Montrйal(UQAM).

The 10th anniversary of the Genocide in Rwanda was also an opportunity to extend our reflection on many other crimes that challenge our humanity and are sometimes taken for granted.

THEREFORE, your petitioners call upon Parliament to enact a National Day of Reflection on Crimes Against Humanity, in Canada. This Day, that could ultimately develop in an International Day, would have the merit to offer a common and universal platform of reflection on all crimes against humanity by going beyond just the singularity of each genocide or crime against humanity and the means leading to the materialization of Never Again.

As Canada has always played a leading role worldwide in promoting human rights and human dignity, we call upon you to support the implementation of such a day that would contribute to building a world free of the horrors caused by crimes against humanity.

These signatures are a testimony of the great desire of Canadian residents in having once a year a day they would reflect on events that destroy the core of their existence such as crimes against humanity.

ENTENDU QUE

Le 7 avril 2004 marquait le Dixiиme anniversaire du Gйnocide rwandais.

En parrainant, а lAssemblйe gйnйrale des Nations Unies, la rйsolution (Res. 58/234) qui a dйsignй le 7 avril 2004, Journйe internationale de rйflexion sur le gйnocide de 1994 au Rwanda, le Canada a non seulement tйmoignй de son soutien aux citoyens rwandais mais a surtout rйitйrй son engagement envers le respect de la dignitй humaine.

Cet engagement de notre gouvernement a йtй rйaffirmй lors du vote unanime de la motion introduite par lHonorable Don Boudria, dйclarant le 7 avril, Journйe en mйmoire des victimes du gйnocide rwandais de 1994.

Dans le cadre de ce Dixiиme anniversaire, notre groupe Humain Avant Tout a organisй une cйrйmonie Une minute de silence, visant а restaurer la dignitй humaine des victimes de ce gйnocide en leur rendant hommage. Cet йvиnement a eu lieu le 7 avril 2004 а lUniversitй du Quйbec а Montrйal (UQAM).

Ce Dixiиme anniversaire a йgalement йtй loccasion pour nous daller au-delа du gйnocide rwandais et de faire porter notre rйflexion sur les nombreux autres crimes commis aux quatres coins du monde, crimes qui remettent en question la notion dhumanitй.

PAR CONSЙQUENT, vos pйtitionnaires demandent au Parlement dadopter, au Canada, une Journйe nationale de rйflexion sur les Crimes contre lhumanitй. En allant au-delа de la singularitй de chaque gйnocide ou crime contre lhumanitй, cette Journйe qui, nous lйspйrons deviendrait ultimement une Journйe internationale, aurait le mйrite doffrir une plateforme commune et universelle de rйflexion sur tous les crimes contre lhumanitй et sur les moyens de la matйrilisation du Plus Jamais.

La rйputation mondiale du Canada comme ardent dйfenseur des droits de lhomme et de la dignitй humaine nous pousse а vous demander linstauration dune telle journйe. Celle-ci contribuerait а lйdification dun monde exempt des horreurs engendrйes par les crimes contre lhumanitй.

Ces signatures tйmoignent du dйsir des rйsidants au Canada davoir une Journйe oщ ils pourraient rйflйchir sur des йvиnements qui dйtruisent lessence mкme de leur existence tels que les crimes contre lhumanitй.
