Push Back the Start Time of Markley Construction

Starting Monday, March 11th, a construction team has begun working throughout Mary Markley Hall to prepare the building for upgraded cable services for next year. After talking to one of the construction workers, this work needs to be before work can be done on each individual room (which will take place after all the students have left).
The construction team typically begin their work between the hours of 8am and 9am each weekday, and do not finish until the early afternoon. Over the last forty-eight hours since the construction has begun, a vast amount of students have voiced their dissatisfaction with this new construction, and some have already sent informal requests to a variety of parties requesting a change in the start time of the construction. After false promises and an increasing number of unhappy residents of Mary Markley Hall, a formal action is being taken.
The typical resident of Mary Markley Hall has class Monday through Friday, with their first class being sometime between 8am and 12pm. The average college student wakes up between 30-60 minutes prior to the official start time of their first class. This period of time can be approximated to 7am-11am. In addition, a number of students have days off throughout the week, and go to bed late at night expecting the opportunity to sleep until they choose to wake up.
The construction within Mary Markley Hall has completely altered the morning schedules of a majority of residents. Within 15-20 minutes of the workers arriving, there are numerous bangs, screeches, scratches, thumps, and yells ricocheting through the walls and shaking the foundations of the building. Residents between the 6th and 3rd floors are most disturbed, with the 6th floors experiencing their ceilings rattle as they try to sleep.
Since the construction began, students have been complaining that they have been woken up earlier than expected each day. Over the next 3-4 weeks, there will be a number of students studying and taking midterms and other examinations. Students need rest.
The residents of Mary Markley Hall have put up with construction for the majority of the year, including being woken up multiple times in the middle of the night due to false fire alarms caused by the construction. With the year coming to a close, this nuisance has reached a pinnacle.
I, Brian Hendricks, have been personally affected by the construction both of the two days, and share the concern of my fellow residents. I speak on behalf of the entire Markley Residence, and my supporters, to formally request that the cable improvements throughout the building be pushed back to an afternoon start time, or to reschedule the complete construction until after the students leave.
