Respected Sir,
We, the Hindus/Vaishnavs/Krishna Devotees of the world, would love to have enough clean water flow freely in our holy Yamuna River that flows through Brij, the Land of ShriKrishna. We take annual pilgrimage to Brij( Gokul, Mathura, Vrindavan) during which we wish to take a self-purifying dip and sip in the holy waters of Yamuna River that we worship as our beloved Mother-Goddess.
Our religious as well as environmental-loving feelings have been hurt a lot due to the unimaginable polluting of Yamuna River, for the past many years, by the constant dumping of domestic sewage and other waste into the River by the city governments and businesses along the River. It has reached such a dire state that the world Health Organization (WHO) has declared our holy Yamuna River a "Dead River" beyond New Delhi, well before it enters the Land of ShriKrishna.
We respectfully request you to restore the holy river Yamuna by taking following utmost necessary steps
To promulgate the ordinance by the Indian Parliament to provide a minimum flow of 10 cumecs of natural water in Yamuna River throughout its flow. Such a step is also recommended by the high powered committee and ordered by Supreme Court (1998), recommended by Central Pollution Control Board (1999) and the water quality modeling experts for YAP-II (2007)
To allow the Yamuna River run free of all the barrages along its entire length for at least three days a month during the non-monsoon period of November-thru-May.
To redirect, away from the river, the treated/untreated wastewater of major cities such as Yamuna Nagar, Karnal, Panipat, Sonipat, Delhi, NOIDA, Faridabad, Mathura, Agra etc.
In Delhi stretch, the authorities are simply using the Yamuna river bed to transport sewage of Delhi to Agra canal at Okhla Barrage. There is not a drop of Yamuna water in Yamuna River Bed during non-monsoon period.
A canal (or a pipe line) of requisite capacity (around 50 cumecs) running all along the outer ring road, parallel to the river, between Wazirabad and Okhla barrages would transport the waste waters directly to the Agra Canal. The Supreme Court created High Powered Committee has already suggested this solution.
To constitute and strengthen a statutorily empowered a Central Executive Authority with basin wide jurisdiction, fully enabled with penal powers.
To make discharging of untreated effluent into rivers a culpable offence requiring a minimum prison sentence for the offenders. The government officials who fail to check such offences can be charged as accessories to the crime.
To proclaim the River Regulation Zone (RRZ) notification, under the Environment Protection Act 1986, to provide necessary legal protection to river bed and flood plains against encroachments and anti-environmental activities
To improve the monitoring standards of sewage treatment plants.
We trust your sound judgment, your concern for protecting our environment and your understanding of our religious sentiments to do all in your power to protect the holy Yamuna River and restore its honor.
It is time for your prompt action.
