Considering the following:

1) Without a current community plan, the unincorporated region between Goleta and Santa Barbara:

-- has no adequate guidelines to guarantee building standards, height restrictions, or sidewalks

-- has no effective limits on impacts from development, including traffic, water use, energy use, and increased threat to public safety

-- no adequate plans for maintaining open space or creating parks or recreational walkways or bikepaths to serve increased population

2) The State Mandate for housing does NOT require the unincorporated region between Santa Barbara and Goleta to rezone any acreage for the 2003-2008 Housing Element.

I support the Goleta Valley Visioning Committee's conclusion that :

No sites from the unincorporated region between Goleta and Santa Barbara should be submitted for 20+ units/ acre rezoning at least until an updated comprehensive, and accurate Community Plan for the area is in place.
