On May 7, 2009, the Nolensville Board of Mayor and Aldermen (BOMA) passed resolution #09-13, giving Mayor Lothers authorization to enter into an agreement for the purchase of unimproved property for the construction of a town hall. The 1.94 acres of unimproved property will cost $400,000 and is located on the south side of the existing Town Center overlooking the County baseball fields. The Town Center has been approved by the Planning Commission for a major redevelopment, including the demolition of the former Piggly Wiggly building which will be rebuilt as two-story retail/office space. The $400,000 purchase price requires the developer to demolish the existing structure and prepare the site for construction (pad ready). Also, the developer will be responsible for burial of the power lines up to the transformer.
The BOMA also approved resolution #09-14 giving Mayor Lothers authorization to initiate the bid process for construction of a town hall and to contract with an architectural firm for official town hall construction plans. The proposed town hall will also be a two-story structure with just under 16,000 square feet, including unfinished space for future growth. The Police Department, Court Clerk and a multi-purpose auditorium will be on the first floor. The auditorium will seat 112 people not including seating for ten (10) board members/commissioners and will be available for Veterans Day breakfasts/lunches, Broken Wheel Festival booths and other community events. A path between the ball fields will connect town hall to the County property (outer fence will be removed). It is possible that the auditorium could also be leased for large private gatherings such as wedding receptions, since the town hall offices and Police Department can be secured while still providing access to the auditorium and public restrooms. The lobby and corridor walls will be used for Nolensville historic displays, photographs and exhibits.
The town hall project (land and building) will be funded by the Adequate Facilities Tax Fund from new development and financed through the Tennessee Municipal League (TML) Bond Fund.
