We the undersigned, patriots all, humbly put forward the following proposal, for using half of this year's budget surplus.
We propose that the money should be given to 700,000 registered voters by way of a lucky draw.
Each winner would receive $10 million.
To make this a truly historic occasion the draw should be held on 1st July 2006
