Use of Indic Languages during Commonwealth Games

भारत के प्रधानमंत्री माननीय डा० मनमोहनसिंह की सेवा में सादर निवेदन


हम सब भारतीय नागरिक और प्रवासी भारतीय (जिनके हस्ताक्षर नीचे हैं) भारत के प्रधानमंत्री डा० मनमोहनसिंह और उनके माध्यम से दिल्ली प्रदेश की मुख्यमंत्री सुश्री शीला दीक्षित, खेल मंत्री श्री एम. एस. गिल, राष्ट्रमंडल खेल समिति के अध्यक्ष श्री सुरेश कलमाड़ी और राष्ट्रमंडल खेलों के सब अधिकारियों से अनुरोध करते हैं कि वे इस वर्ष होने वाले राष्ट्रमंडल खेलों के सभी क्रिया-कलापों में भारतीय भाषाओं के प्रयोग को प्राथमिकता दें। जहां अंग्रेज़ी अनिवार्य हो वहां अंग्रेज़ी का प्रयोग करें। जहां दोनों का प्रयोग आवश्यक हो वहां अपनी भाषा पहले रखें और अंग्रेज़ी को दूसरे स्थान पर रखें।

यह हमारे लिए दुर्भाग्य की बात है कि अंग्रेज़ी का अनायास प्रयोग हमारे स्वभाव का हिस्सा सा बन गया है। अपने देश और अपने संविधान के प्रति यह हमारी बेवफ़ाई थी कि हमने अपनी भाषाओं को आज तक अपने व्यवहार में उचित स्थान नहीं दिया। औपचारिक संदर्भों में उनके अप्रयोग ने उनको पूरी तरह विकसित नहीं होने दिया। हम सब अच्छी तरह जानते हैं कि अपने विचारों और अपने भावों की अनुभूति और अभिव्यक्ति में सर्जनात्मकता, स्पष्टता, कुशलता और सुरुचिपूर्ण सौन्दर्य अपनी ही भाषाओं में संभव हो पाता है। इन व्यवहारिक कारणों के अतिरिक्त हमारी भाषाएं हमारी राष्ट्रीयता का और हमारी अस्मिता का अभिन्न अंग हैं। ऐसे कितने दूसरे देशों का हम नामोल्लेख कर सकते हैं जिन्होंने अपनी भाषाओं को दूसरे स्थान पर धकेल दिया हो?

आर्थिक दृष्टि से उदीयमान भारत विश्व की एक महाशक्ति बनने की दिशा में अग्रसर है। कोई भी देश अपने करोड़ों लोगों की भाषा को उचित स्थान दिए बिना विकसित नहीं हो सकता। भारतीय भाषाओं में ही जनमानस का चिन्तन, उसकी भावनाएं और उसके सपने सन्निहित हैं। संसार में बोली जाने वाली भाषाओं में तीसरे स्थान की भाषा हिन्दी और इसकी सहचरी अन्य भारतीय भाषाएं हमारे सामाजिक राजनैतिक शैक्षिक आदि व्यवहार के औपचारिक संदर्भों में ज़ोर शोर से आगे आएं - यही भाषाओं के विकास का, सामान्य लोगों को जनतंत्र की प्रक्रिया में सार्थक भागीदारी देने का और भारत के गौरव को बढ़ाने का एक मात्र रास्ता है।

इस अंतर्राष्ट्रीय अवसर पर जो नेता अपनी अटूट प्रतिबद्धता का प्रदर्शन करेंगे, जनता उनका हृदय से सम्मान करेगी परंतु इसके विपरीत अगर हम अपनी भाषाओं के प्रति प्रतिबद्धता न दिखा पाए तो आने वाला समय हमारा शत्रु बनकर हमें कभी माफ़ नहीं करेगा और हमसे प्रतिशोध लेगा। अपनी भारतीय भाषाओं को उनके उचित स्थान पर आसीन करने का यह शुभ समय है।

निकट भविष्य में भारत में एक अंतर्राष्ट्रीय कार्यक्रम का आयोजन होने जा रहा है। हम सब राष्ट्रमंडल खेलों की अपूर्व सफलता की कामना करते हैं। यह एक अद्भुत अवसर है जब हम भाषा के अपने राष्ट्रीय मुद्दे को आगे बढ़ा सकते हैं और भारत के झंडे को दुनिया में अधिक ऊंचाइयों तक पहुंचा सकते हैं। इसका श्रेय आप सबको मिलेगा।

हमारी आपसे प्रार्थना है कि आप हमारी भाषाओं की दृश्यता के महत्वपूर्ण विषय को नज़रंदाज़ न करें। चाहे वह व्यक्तिगत बातचीत हो या सार्वजनिक भाषण हो या फिर कुछ दस्तावेज़, पत्रक या सूचनापट्ट लिखकर अभिव्यक्त करने का अवसर हो - कृपया अपनी भारतीय भाषाओं का ही अधिकतम प्रयोग करें। इस छोटे से कदम से आपके प्रशासन की अपूर्व प्रशंसा होगी और करोड़ों हृदयों में आपकी पैठ जमेगी। इस कदम से प्रिय भारत की प्रशस्ति का जो अपूर्व डंका सब ओर बजेगा हम सब उसके साक्षी होंगे।

An Appeal to the Honble Prime Minister of India Dr. Manmohan Singh


We the undersigned humbly request Indias Prime Minister Dr. Manmohan Singh and through him Chief Minister of Delhi Ms. Sheela Dikshit, Sports Minsiter Mr. M.S. Gill, Commonwealth Games Organizing Committee Chairman Mr. Suresh Kalmadi and all other officials of Commonwealth Games that it is imperative as a nation that our Indic languages get high visibility during all events of the Commonwealth Games. English may be used when it is absolutely necessary. Wherever we need to use both the languages we need to make sure that our Indic languages are presented first.

It is unfortunate that English has become our pre-set default language. It is manifestation of our insincerity to our constitution and to our own nation that we have been discrediting our own languages. Indic languages have not been developing due to their non-use in professional domains. All of us know that most of us can express ourselves with greater creativity, finer clarity, more efficiency and with much higher level of elegance when we express ourselves in our own languages. In addition to these pragmatic factors, it is the question of our national identity which has been at stake so far. Our languages are an integral part of our being and of who we are. How many other nations in the world can we point out who will relegate their own language or languages to such a secondary status as we have done in India?

India is on the march toward becoming an economic power and Hindi has the third largest body of speakers in the world. No nation can rise without giving an honorable place to its own languages that treasure thoughts, emotions and dreams of millions of its people. For the development of our languages and for a meaningful participation of our people in the nations democratic process it is absolutely essential that we enthusiastically advance the use of our languages in our social, political, educational and other formal domains of language use.

At this international juncture, leaders who will show their unwavering commitment to this cause will receive unprecedented applause from the people. If we fail to demonstrate our commitment to our languages at this juncture we will be alienating the future which will not forgive us and we will be duly avenged. This is the golden opportunity for our leaders to begin the process of establishing our national languages in their place of honor which has been long overdue.

An international event is due to take place in India in the very near future. All of us pray for the glorious success for the Commonwealth Games in India. This is an ideal opportunity to launch the national initiative that will further raise the flag of India in the global community. Everybody, including you, stands to benefit from this enterprise.

We request all of you not to overlook the important subject of our languages visibility at this event. Whether it is an opportunity for personal or public speaking or a written documentation or a sign board, please give preference to the use of Indic languages. This simple measure will earn you and your administration a high level of respect in the hearts of millions of people all over the world. The biggest beneficiary will be India. You will witness that this will bring an extraordinary applause for you and for our beloved nation Bharat.
