BANGALORE: Unfazed by JD(S)'s delay in joining the BJP-led government, CM B S Yeddyurappa on Tuesday transferred high-profile IAS officer, commissioner of Mysore City Corporation (MCC) P Manivannan, as Shimoga DC.
Manivannan had come to be known as the demolition man for razing illegal buildings, notwithstanding political pressures. The transfer, which Yeddyurappa claims is for the betterment of his home district, has attracted former CM H D Kumaraswamy's ire.
Speaking to TOI here, Kumaraswamy said Manivannan was posted in Mysore during his tenure with the objective of developing Mysore on par with Bangalore. "We wanted effective implementation of JN-NURM project in Mysore. Having a good track record, Manivannan was asked to execute the projects on war-footing. Where was the necessity for the government to make the transfer without our consultation?" Kumaraswamy asked.
Former minister G T Deve Gowda said Manivannan had started executing the projects, progress of which would be hampered now.

The Chief Minister also effected the transfer of three top officers.
These decisions were enough to infuriate former chief minister H D Kumaraswamy, who declared that he would to take the issue to Raj Bhavan and get them annulled. "All decisions taken by the Cabinet are illegal. How can a Cabinet take crucial decisions when the government is yet to prove its majority?" the Janata Dal (Secular) leader told Deccan Herald.

MYSORE: The sudden transfer of P. Manivannan, Commissioner of Mysore City Corporation and Mysore Urban Development Authority, to Shimoga as Deputy Commissioner on Tuesday created fissures between the coalition partners Janata Dal (Secular) and the Bharatiya Janata Party.
The former district in-charge Minister and Janata Dal (S) MLA, G.T. Deve Gowda, lashed out at the BJP for its "unilateral" decision to transfer Mr. Manivannan out of Mysore where he was holding the key posts for the last two-and-a-half months.
"The unilateral decision of the Government to transfer Mr. Manivannan shows that the BJP-led Government is losing direction," Mr. G.T. Deve Gowda said. "This was the reason why Janata Dal (S) national president H.D. Deve Gowda had insisted that decisions on transfer of key officials should not be taken without the consultation," he added. Mr. Manivannan's transfer out of Mysore has made Mr. H.D. Deve Gowda's 12-point conditions relevant, he said. "We want Mr. Manivannan in Mysore because it is an important city as Bangalore.
Besides, he has just begun to breathe life into the JNNURM project in Mysore, one of the 63 cities in the country to be chosen under the Central scheme," Mr. G.T. Deve Gowda said.
Protest
"We will fight against the transfer tooth and nail. I have already lodged a protest with Chief Secretary P.B. Mahishi," he said.
He said the party's senior leaders including former Chief Minister H.D. Kumaraswamy had been briefed about the importance of retaining Mr. Manivannan in Mysore.
Mr. G.T. Deve Gowda said he would also meet Chief Minister B.S. Yeddyurappa in the regard.
Mr. Manivannan, who took charge as Commissioner of MCC and MUDA in August this year, had begun the task of toning up the administration by introducing a slew of people-friendly measures.

MYSORE: He said the district administration has taken an advance of Rs 3 crore from the government and has spent Rs 70 lakh to improve efficiency, bring transparency in the administration, provide facilities and to attend to the problems.
"We have spent Rs 30 lakh to replace the wireless as 50 per cent of the 90 wireless sets given to officers were defunct," he said and added that the administration has purchased 300 wireless sets and provided nine laptops to the heads of the department.
Will the Measures to bring about transparency and accountability in the MCC work? If not, what should be done to make MCC more efficient?
Commissioner of civic bodies P Manivannan has initiated steps to make MCC administration transparent and accountable by forming citizen panels and constituting such committees at the booth level. But the process to constitute empowered ward committees, required as per the Constitution and JN-NURM norms, is not moving forward.

How should the new MUDA Commissioner go about his task?
Pro-active officer P Manivannan has been brought to Mysore to clean up the mess and set the civic bodies in order, to maintain the city's brand image. This is, in a way, an experiment, with both the civic bodies being manned by a senior officer, for coordinated development of the city.

MYSORE: In order to ensure public participation in urban governance, the Mysore City Corporation (MCC) has begun the process of constituting citizens' committees for each polling booth in the city.
Addressing a press conference in Mysore on Thursday, MCC Commissioner P. Manivannan said nine-member citizens' committees would be constituted for each of the 699 polling booths.
He urged interested citizens to submit applications to the jurisdictional zonal office of MCC from Nov 1 to 7.
The committees, which would assist the MCC in various aspects of governance, would also participate in the "Community Fund Programme". Each committee would be eligible for taking up schemes amounting to Rs. 10 lakh under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The leader of each committee would be a member of the zonal-level committee, he said.
"We are providing a platform for citizens to participate in the process of development of their city. The committees have legal backing, as they have been formed under the broad framework outlined by the Government of India," Mr. Manivannan said.
Decision
He said a decision on constituting the citizens' committees was taken after discussions with the MCC's Steering Committee comprising eminent persons of Mysore, including MLAs, MLCs, MPs, the Deputy Commissioner and the Police Commissioner. "We have studied the process of the formation of the first Citizens' Advisory Committee in the country in Hubli-Dharwad and improved upon that," said Mr. Manivannan. Mr. Manivannan also said that the committees would be more representative that the proposed ward committees.
When his attention was drawn to the opposition from elected councillors to the ward committees, Mr. Manivannan said they had been taken into confidence on the constitution of the citizens' committees.
"As many as 63 out of the 65 councillors of the MCC have given their approval for the citizens' committees," he said.
The councillors would play a significant role in the effective functioning of the committees, he said.
D. Made Gowda, MLC, who is patron-adviser to the MCC's Steering Committee, said the citizens' committees could greatly contribute to the development of the city by not only supporting the MCC in solid waste management but also assisting the civic body in planning, execution and monitoring of functions.
M.K. Somashekar, MLA, Deputy Commissioner Channappa Gowda and Mysore city Police Commissioner Bhaskar Rao, all of whom are members of the MCC's Steering Committee, were present.
