A bill that would oblige the Canadian government to respect its obligations under the Kyoto Protocol passed second reading as the Liberals, NDP, and Bloc Quebecois outvoted the Conservative government.
The Kyoto Protocol Implementation Act demands that within 60 days of the bill passing that the Minister shall prepare a Climate Change Plan that includes a) a description of the measures to be taken to ensure that Canada meets its obligations under Article 3, paragraph 1, of the Kyoto Protocol including measures respecting, i) regulated emission limits and performance standards, (ii) market-based mechanisms such as emissions trading or offsets iii) spending or fiscal measures or incentives, and(iv) cooperative measures or agreements with provinces, territories or other government
We demand that all political parties including the Liberals, NDP, and Bloc Quebecois should also bring forward their plans for meeting Canada's Kyoto targets.

Kyoto is more of a redistribution of wealth scheme than an attempt to clean up the environment. Any environmental protocol that allows countries to buy out of their obligations is not an environmental plan at all and is too open to corruption and ineptitu

Such a bill would be a matter of confidence, as it would involve billions of dollars. Passing this bill would cause an unnecessary and unwanted Christmas election.
