TO THE LEGISLATIVE ASSEMBLY OF VICTORIA
We, the undersigned, as students of Victorias higher education institutions, present this
petition to draw the attention of the House to the unjust and discriminatory policy currently
faced by international students regarding the denial of access to the same public transport
concession rates available to Australian students on Victorias public transport.
We also would like to point to the House that Victoria is currently one of only two states in
Australia which denies international students public transport concessions.
In the 2005-06 financial year, the international education industry was worth $2.9 billion to
the Victorian economy, equating to more than128 times the estimated $22.5 million that the
National Liaison Committee for Australian International Students believes extending public
transport concessions to international students would cost.
We believe that in order to continue Victorias competitiveness in the international student
education market, the Victorian Government needs to review the public transport eligibility
for full fee paying international students. As a matter of equity and fairness, they should
receive a student public transport concession like their Victorian counterparts.
We ask that these issues be addressed as a matter of urgency as not having appropriate
access to transport influences the capacity for international students to travel and participate
in higher education.
