Dedicated 71 bed dementia home refused planning by council

I have just had planning refused for a state of the art 71 bed dementia home with hospice/end of life wing. The planners at Newark&Sherwood do not believ the benefits of a specialised unit nor the influx of some 70 new positions.

I seek the support from as many as possible, bearing in mind there is one bed per 150 dementia sufferers in the Newark area and also an 8 mile radius. Is it me or just the planning department being totally obtuse or just impotent.
