This is to petition the U.S.Embassy in Manila, Philippines to re-define the term "drug abuser". The way it is now, is, if a person has used an illicit drug once, then they are a drug abuser. Then when they answer the question on their medical examination honestly about if they have ever used a drug, and they answer "yes", no matter if only used a drug one time, their penalty is way overboard. For instance, if you are applying for a K-1 Fiancee Visa, and your fiancee has answered yes to this question, being honest, she could be banned from leaving her country for life. This is a very harsh punishment for something someone might have done under pressure or influence. If blood tests and urine samples show no drugs in an applicants system and they have no prior convictions or criminal activity, then they should still be allowed into our country, especially if there has been a relationship going on between her and the petitioner for a long time. When denied a visa for a simple use of an illicit drug and then punished this way, it affects more people than just the two directly involved. It needs to be further investigated to actually see if this person is a drug addict or not, and use the two together for a determination.
