We, the undersigned, wish to convey our opposition to Virginia House Bill 1322 (HB1322). We oppose it for the following reasons:
It will create undue hardship on individuals, small biodiesel businesses, and co-ops by forcing registration, fees, and excessive record keeping.
It will increase the cost of diesel fuel.
It deprives the citizens of Virginia the right to haul and use grease for personal, farm, or small business use without undue hardship.
It will disincentive biodiesel companies from doing business in Virginia, thereby robbing the state of jobs.
It will disincentive biodiesel and grease commodities buyers in other states from purchasing grease from Virginia based businesses.
It creates a new unnecessary "Fund" which is essentially a tax on businesses that work with kitchen grease.
The cost of enforcement will not be covered by the registration fees and will end up costing taxpayers money.
It creates redundant laws.
