Brief Description:
To date, we the concerned citizens of Maple Valley have been disenfranchised in the discussion process of the potential land development of the Summit Pit, also known as the Donut Hole"; the unincorporated 156.5 acre land parcel that is surrounded by the city of Maple Valley.

Therefore; we are requesting that we be included in the Countys discussion with the developer and that the City of Maple Valley is included in all discussions about this particular part of unincorporated land.

Title:
We the concerned citizens of Maple Valley require a public meeting to discuss the possible Summit Pit development with King County representatives, the City of Maple Valley, and the potential developer Yarrow Bay to openly discuss the following issues listed below:

Purpose:
The purpose of this public meeting is to address the below concerns of the citizens, and to find out how the county and developer plan to address each issue.

Issues:

Ensure that an environmental impact survey is conducted before any development begins.

The citizens believe that the current plan violates the States Growth Management Act (GMA) guidelines. Specifically:

Explain how the proposed development does not violate the growth management act, which the state of Washington enacted in 1990 (Chapter 36.70A RCW)?
Ensure that there are no native or endangered plants or animals in this certain area that would become even more endangered.
Explain the overall environmental impact be on the city if this open area becomes developed.




Describe to our dissatisfaction that when the rural land zoning is changed to an urban designation who will provide the urban services and whether that provider can accommodate the growth.

The City of Maple Valley has already exceeded its projected population goal set under the city of Maple Valleys general plan.


Explain how the County and developer plan to add adequate improvements regarding the following:

Upgrades on roads all roads coming into and leaving the city of Maple Valley.
Increased emergency services protection (Police and Fire).

The citys police and fire services currently can support only todays population of the city.
Describe whether the County or developer plan for providing the necessary additional funds to pay for the increased emergency services (police and fire).

Provide funding for building new schools to prevent the already crowded schools from becoming overcrowded and reducing the effectiveness of education in the Tahoma School District.

Under the general plan the cities schools are currently overcrowded.
The additional population increase will negatively affect classroom size.
Describe plans by the County and developer for preventing school overcrowding to prevent the concomitant adverse effect on education.



Build the additional infrastructure within the city (small businesses) that will be necessary to be support a population increase of 10\% to 30\%.

For example, the increased demand on water, waste, and sewer

Explain why the land along the Green River, described in ordinance #2007-0350.1, is deemed to be more valuable to the County than the land known as the Summit Pit.


Conclusion

We want the County to:

Respond to the reasonable requests from the residents of Maple Valley
Ensure that development fits within the City of Maple Valleys growth plan
Require the County to follow the city of Maple Valleys building ordinance
Require the County and developer to follow the Growth Management Act of Washington State; specifically:

GMA law states uncoordinated and unplanned growth posed a threat to the environment, sustainable economic development, and the quality of life in Washington. The GMA requires state and local governments to manage Washingtons growth by identifying and protecting critical areas and natural resource lands, designating urban growth areas, preparing comprehensive plans and implementing them through capital investments and development regulations.

Require the county and developer pay for all and any urban services.
Any improvements needed to be able to accommodate any additional growth for any potential development of the Summit Pit area.
Paying for all additional infrastructure needed in order for the city to be able to adequately support a population increase.




Do not allow the developer and the county to develop this land and leave the tax paying citizens left with the bill for later upgrades that will be needed.
