We the undersigned support the passage of the legislation that is know as the Intercountry Adoption Reform Act of 2006, also known as ICARE. ICARE streamlines the foreign adoption process making it more efficient while maintaining safeguards for the birth parents, the child and the adoptive parents. It also makes clear that American citizens who adopt children abroad should have the same rights as those whose biological children are born abroad. We as constituents and adoptive families, feel that it is imperative that the United States step forward as a leader in international adoption and reform the manner in which it currently processes adoptions of children from other countries by citizens of the United States. Orphaned children worldwide need families to love and care for them. ICARE will improve the current adoption process so that loving homes can become a reality for more children sooner.
