We, the undersigned, are resolute in pursuing the return of Captain Michael Scott Speicher. Information received from various foreign intelligence agencies report that Captain Speicher survived the downing of his aircraft on January 17, 1991, and that he was last sighted in March 2003. It has been determined that the Regime of Saddam Hussein illegally held Captain Speicher against his will at the conclusion of the 1991 Persian Gulf War.
We ask the Iraqi Provisional Government to secure and interrogate any and all military and government officials from the past regime in an effort to locate Captain Speicher. We ask that the Iraqi Provisional Government utilize all resources to the fullest extent to detain and incarcerate Captain Speichers captor(s), until they are tried for their war crimes and/or crimes against humanity.
Moreover, we encourage the Iraqi Provisional Government and the citizens of Iraq to implement all the provisions granted under the United States of America Persian Gulf War POW/MIA Accountability Act of 2001 (S-1339), and the reward appropriated by the U.S. Congress to obtain Captain Michael Scott Speichers safe return.
