Petition to Ontario Review Board to reject release of KWASI SKEENE tried for first degree murder & assault

Mr. Kenneth Brennan, 52, was stabbed in his Mississauga, Ontario home and subsequently died en-route to the hospital on March 5, 2004. He left behind his wife Bonnie and two children, Tamara and Andrew.On September 8, 2004 the accused KWASI SKEENE was tried for first-degree murder and assault with a weapon and was found not criminally responsible due to mental illness specifically paranoid schizophrenia. He is currently confined at the Centre for Addiction and Mental Health on Queen Street in Toronto. There is a direct threat to the Brennan family should KWASI SKEENE be released. If this happens, the Brennan family will have to seek safety through the Witness Protection Program with new identities. Kenneth Brennan is dead and his case further proves that victims and their families suffer great pain while people who commit violent crimes go free!

The Ontario Review Board has scheduled a hearing for November 18, 2004. The release of KWASI SKEENE is under review at that time. Community access is possible as soon as December 2004.

Ontario Review Board, we the undersigned demand:

That KWASI SKEENE not be released for a MINIMUM of 3 years and that he be deemed a "Dangerous Disordered Mentally Accused" and moved to a maximum-security facility. (Specifically Mental Health Centre Penetanguishene, Ontario.)

We ask that you NOT grant KWASI SKEENE any community access for a minimum of 3 years.

We demand that Section 672.65 of the Criminal Code of Canada NOT be repealed and impose a Minimum of 3 years detention. Parliament previously enacted the notion of capping for mentally disordered offenders, as the Law Reform Commission originally proposed this.
