We the undersigned respectfully request that the King County Council vote against the proposed legislation (Motion 2004-0518 and Ordinance 2004-0519) creating restrictive new rules for homeless encampments. These new rules would restrict the freedom of churches to exercise their religious beliefs by hosting encampments for homeless people. Restrictions on the practice of religious beliefs on church property such as this are patently unconstitutional.

As written, the current legislation gives in to those who wish the homeless to be out of sight and out of mind. If we expect to solve homelessness in King County over the next 10 years, we'll need real solutions from our elected leaders, not restrictions based on exaggerated neighborhood fears.

We request that the members of the King County Council reconsider the legislation before them and join in a cooperative effort with churches to meet 1) address the problem of homelessness, 2) meet neighborhood concerns, and 3) avoid legislation that infringes on the free exercise of religion in King County.
