Repeal of the IMD Exclusion

This petition is to call for the repeal of Medicaid's IMD exclusion. This exclusion covers Institutions for Mental Disease (IMD) whose primary function is to provide diagnosis, treatment or care to people suffering from mental illnesses. These institutions are defined as facilities with more than 16 beds whose patient roster is more than 51\% severe brain disorders by primary admitting diagnosis. Adults between the ages of 22 and 64 in these facilities are unable to receive matching funds from federal Medicaid to cover the cost of their treatment. The nature of this exclusion is discriminatory and prevents thousands of Americans from receiving extremely important health care. We are calling on the members of the United States Senate Special Committee on Aging to reevaluate the IMD exclusion are work towards a more acceptable solution.
