You will be happy to note that after a great deal of persuasion and pressure from hundreds of civil society organisations and farmers associations we have succeeded in pursuing the government to amend the Resettlement & Rehabilitation Policy for farmers. This is a moment of great triumph for all of us.

The amended Resettlement & Rehabilitation Policy, has seriously curtailed the powers of the state government in acquiring the lands of farmers without offering them a huge profit, keeping in mind their livelihood security and future income plans, while at the same time making industrialists cough up rather than expect a dole of benefits at the governments expense.

The new amendment clearly mentions that if a government body like a state industrial development corporation resells acquired land it has in its possession, it will have to part with 80\% of the profits obtained on account change of prices, which will then have to be given to the original landowners.

It further goes on to say that the state cannot acquire 100\% of land for either industrial or real estate purposes if it wants to do so it can acquire land to the tune of only 30\% on behalf of a private corporate and that too when the private body corporate acquires 70\% of the land by its own efforts and means.

With this amendment the landowners would have a favourable compensation deal like never before. The compensation thus would be at current prevailing market prices and not at the land values as per government records. Thus agricultural land for example to be acquired for housing purpose would net the landowner a higher compensation in view of the higher cost of housing, as the value would be calculated as an average of top five transactions in housing in the last three years.

We from SANSAD appeal to all concerned CSO, NGOs, Campaign movements, Associates to be more vigilant towards this and to help ensure its proper implementation at the ground level as we are well aware of the fact that state governments seeing the investment pools coming in and not willing to offend the investors may try to find out loop-holes and use arm twisting methods so as to not help this policy to reach its due target.
