The City of Greater Sudbury is pursuing a public private partnership (P3) of the proposed BioSolids plant. This kind of partnership will put an important public service into the hands of a private corporation and in the long-term tax dollars will not be saved, but will be given to private companies. Although Council is viewing this partnership as a short-term way to save the City money, in the long-term Sudbury and the taxpayers will be negatively impacted and public services will be at risk.
As a resident of Greater Sudbury we, the undersigned are concerned about privitization of public services in our community and the current proposal to have the BioSolids plant managed and operated privately. The undersigned ask that the Council do the following before making any decision on how to administer the BioSolids plant:
1. Identify the real financial value of the proposed contract and if the City will actually save money in the long-term;
2. Identify, evaluate and report on to Council the risk and liability that the City would be exposed to if it pursues a public private partnership;
3. Identify and report to the community on the real impacts to jobs, the community and public city services that would occur, and
4. Research and seek out other alternatives for a public-private partnership to be considered in the tenure process or for the city to complete the entire approach publicly.
5. Defer the decision on the BioSolids plant until all of the four demands have been fulfilled.
