I am writing to you in connection with the proposed Adoption Bill. I would like the following issues to be addressed:
- Tracing and information services need to be given a statutory basis
- The National Adoption Contact Preference Register needs to be given a statutory basis.
- Adopted people should have a statutory right to know they are adopted.
- Adopted people should have automatic access to their birth certificates and adoption files.
- Bilateral agreements should be prohibited
- Adopted people should be represented on the Adoption Board or at the very least a Guardien Ad Litem should be present to ensure the voice of the child is heard.
- The Adoption Board/Authority needs to be covered under the Freedom of Information Act
- Existing adoption agencies should not be granted automatic entry into the register of accredited bodies.
Many adopted people and natural parents participated in the 2003 Consultation where there was overwhelming consensus from all parties regarding basic human rights for adopted people. Reading this Bill, it is as if the Consultation never happened. I would urge you to address this matter with the greatest of urgency.
