Large Recycling Cans-- NO MORE SMALL GREEN TUBS!!

I have been recycling in the small green recycling bins for many years now. Recently, the recycling company has refused to pick up my recycling because it was in plastic garbage bags. I placed the items in the bags in order to contain, consolidate and keep them them from being blown out. Either way many communities in the Raleigh area have large recycling cans equal to the size of the trash cans. There is no reason why the residence of the city should not be allowed to have large cans as well. Our homes are occupied the same and therefore we produce just as much recycling as someone who lives outside the limits. I live in the Carolina Pines neighborhood off of Lake Wheeler. My waste management company is Shaw Sanitation. I have contacted them regarding this issue however they say they have no plans to install large recycling bins in our areas. The city states we are required to recycle. In order to accommodate this we should be provided with amble containers to store our recycling materials.
