Freedom is for equals, or it cannot flourish
Sovereignty is of the people, or it is meaningless.
Independence has to be from all other states, or it is deficient.
To achieve independence, sovereignty and equality the Taif Accord was reached to become today the avowed focus of Lebanese consensus.
The Taif Accord was a Lebanese agreement supported by the Arab world and the international community, arrived at by the congregation of Lebanese parliamentary deputies meeting in Taif, at the request of the Casablanca Arab summit. The United Nations Security Council supported this agreement in two consecutive statements. The European Council in Brussels extended its full support as well.
The Taif Accord is aimed at establishing the rule of law in Lebanon based on the building of institutions, and at liberating the land and extending the authority of the Lebanese state to all the territory of Lebanon under the national forces of the state. This Accord was not implemented for a variety of interrelated internal and external factors, many of which persist. This Taif Accord, however, remains today the only known way to secure Lebanese self-determination, and to achieve freedom, equality, sovereignty, and independence. Once this basic agreement is fully implemented it can further evolve through ordinary democratic procedures.
Because the current situation in Lebanon is a mixture of great opportunities and great dangers; of healthy national feelings and factional attitudes; of a vibrant and live sense of independence with flagrant and scandalous groping for external guardianships,
Because Lebanon and the Lebanese are unquestionably in need of the international communitys support to complete their liberation, and allow the true dawn all Lebanese have been awaiting for to flourish,
The undersigned demand that the Taif Accord, in all of its articles, be implemented under the aegis of the United Nations, through the Security Council, which represents the international community rather than particular power interests, starting with the electoral law and the elections, the only means by which the Lebanese state authority can be reconstructed.
The contributions of brotherly and friendly countries, within this international legal framework, will be warmly appreciated.
