Governor Pataki:

As responsible firearm owners and/or concealed carry permit holders and residents of New York State, we are appalled at the firearm legislation changes that are included in your upcoming NYS budget proposal. Specifically, we are opposed to the provisions listed therein for the following:

1) Institution of a $100 application/renewal fee for concealed carry permits
2) Institution of a 5-year renewable concealed carry permit
3) Forced expiration of existing lifetime concealed carry permits
4) Possible inclusion of long guns, such as shotguns and rifles, in pistol permit regulation

We believe that the provisions of the budget for modification of the penal code amount to "confiscation through taxation" and are clearly an unfunded mandate from the perspective of county and local goverment.

We insist that the provisions modifying firearm ownership/carry law and the NYS penal code be removed from the NYS budget proposal prior to its institution on the grounds that they are unconstitutional, unconscionable and unnecessary. These provisions target law-abiding, responsible firearm owners who make positive contributions to New York State. It does not address the criminals who actually cause problems in our society.

We, the undersigned, hereby commit to stand behind our demands as we go to the polls this year. Further, those who may comment to such effect commit to leave New York State within 5 years of the passage of a NYS budget bill that contains restrictive (legally, fiscally or otherwise) firearm legislation provisions, taking our tax money, our votes and our skills in the workforce with us.
