New York Has become the most poorly run, most highly taxed and least free state in the union. Proof of this can be found at http://www.ppinys.org/reports/JustTheFacts.html . Among the more depressing facts is the New York State business climate, ranked 50th in the nation of all the states. The New York rank in the U.S. Economic Freedom index (a measure of government regulation and taxation) is also last (worst). Also, New York State and Local welfare spending is highest in the nation (84\% above the U.S. average). On top of this, New York State and Local tax burdens are (of course) highest in the nation.
New York residents do not have the right to initiate a referendum; any ballot initiatives have to come from the legislators. New York citizens are, therefore, unable to affect this dysfunctional system and have to leave to escape it. (Many are doing just that).
Any conventional appeals to reason to state legislators or to Mssrs. Pataki, Bruno, Silver or Spitzer will be futile. The only way to get their attention is to leave and we hereby petition the legislature of Clinton County to grant to the citizens of Clinton County the right to vote on remaining a part of New York or exiting the state and asking another state, with brighter prospects, to annex us.

I too will be forced to leave the state of NY after retirement due to the issues described in the petition. I would love to retire in my adopted home town, but that will not be possible in the current economic atmosphere.
