Los Firmantes de esta peticiуn, residentes de la Ciudad de Passaic, nos hemos reunido para pedir que la poliza de remolcar los vehнculos estacionados o parkeados en el lado incorrecto de la calle (al paso de la barredora) durante el tiempo designado para limpiar la calle, sea cambiado. Nuestra peticiуn solo aplica a los vehнculos que de otra forma estбn estacionados o parkeados legalmente.
Todos reconocemos que bajo el liderazgo de el Mayor Rivera, nuestra ciudad estб mas lнmpia y que el valor de las propiedades ha aumentado. Desde su toma de Oficina, usted iniciу una campaсa agressiva para limpiar las calles al proveer equipo, mano de obra y horas extras cuando son necesarias. Sin embargo, remolcar los vehнculos que se encuentran estacionados al paso de la barredora es un caso donde el castigo no es apropiado para el crimen.
La posiciуn en donde se encuentran los automoviles no es una amenza para la securidad de las personas, como tampoco es un gran impacto a la limpieza general de la ciudad el no limpiar el espacio ocupado por el vehнculo, especialmente cuando en muchas ocasiones los vehiculos son remolcados despues de que la barredora ha pasado por la calle. Tambiйn, el remolcar los vehiculos tiene un gran impacto logistico para las personas afectadas, al forzarlas a abandonar sus actividades diarias para poder recoger su vehнculo. En algunos casos, el no tener el vehiculo disponible puede tener consecuencias peligrosas (eg. emergencias medicas)
Como alternativa a la poliza vigente, recomendamos dar una multa de entre $100 y $150 dуlares por infracciуn. Una multa de esta magnitud actuaria ciertamente como incentivo contra futuras violaciones, pero no llevaria consigo la mismas inconveniencias logisticas de tener el vehiculo remolcado. Ademбs, la multas tambiйn ayudarian a incrementar los ingresos de la ciudad, puesto que la necesidad de contratar companias independientes para remolcar los vehнculos se reduciria.

We the undersigned, residents of the City of Passaic, have come together to request that the current policy of towing vehicles that are parked on the "wrong side" of the street (in the path of the street cleaner) during the designated time for street cleaning, be changed. Our request only applies to vehicles that are otherwise legally parked.
We all recognize that under the leadership of Mayor Rivera the city is cleaner and our property values have risen. Since you have taken office you have had an aggressive campaign for clean streets by providing extra equipment, manpower and overtime when needed. However, we feel that towing vehicles parked in the path of street cleaners is a case where the punishment does not fit the crime.
The positioning of the parked vehicle is not a threat to anyone's safety, nor is the impact of not cleaning a small strip of the street that great to the cleanliness of our city, especially in light of the fact that many times the cars are not towed away until after the sweeper has already passed. Also, towing someone's vehicle can have a severe logistical impact, forcing them to drop everything to go retrieve the vehicle. In some cases, the impact of not having one's vehicle available can have potentially dangerous consequences (eg. medical appointments).
In place of the towing policy, we recommend a policy of ticketing the vehicle with a fine of at least $100 and at most $150 per violation. A fine of this magnitude would certainly act as a deterrent against future violations but would not carry the same logistical inconveniences of having a vehicle towed. In addition, it would also provide an increase in revenue for the city, as the need to contract third party tow companies would be reduced.
