We need to change behavior in this country, Craig Fugate told about 400 emergency-management instructors at a conference in June, lambasting the government-centric approach to disasters. He learned a perverse lesson in Florida: the more the federal government does in routine emergencies, the greater the odds of catastrophic failure in a big disaster.
FEMA has a yearly budget of $5,800,000,000. They have 4,400 employees. That means each employee, if it were a democratic agency, would be in control of spending $1,318,181.82. Now, couldn't your community benefit from some of that money?
Bright Neighbor is a community-building system that is proven to help create local support networks and rebuild local economies. Our technology and methods are more effective than the existing massive spending to react only to emergencies. We are in an emergency - a jobs emergency. We have people who want to work, but can't find paying work to pay off their debts. So we are in an emergency situation that is creating unbearable strain on families in America. We are at each other's throats and we need real solutions, now. The present congress has proven themselves incompetent, and Bright Neighbor is rolling out nation-wide in October.
We feel that some of FEMA's funds should be used to help implement the Bright Neighbor system so it can be financially supported without resorting to advertising. Would you sign a petition to Craig Fugate of FEMA requesting an operating budget of $2.5 million a year so Bright Neighbor can start hiring community mobilizers to help implement the system in your city in 2010?
