The Waimakariri District Council (WDC) has issued a Notice for Requirement for Designation of the Rangiora Airfield, which it owns. This will allow for the ongoing growth and expansion of the airfield without having to consult or seek further consent for these activities.
The expansion includes a 1.2 km tarsealed and lighted runway allowing increased flying times to between 5 am and 10 pm 7 days a week and the capacity for commercial and recreational aircraft including twin engine aircraft and DC3s. This growth will include going from the current 40 hangers to 84 and hundreds more weekly aircraft movements with a commercial passenger terminal. All of this less than 2 km to the urban boundary, with take-offs and landings over already highly populated areas.
Of concern is that the WDC report states that 'there are no adverse effects' associated with this proposed development and only 3 surrounding land owners were directly consulted. A small ad was placed in The Press in April 2011 and two notices put up on the Rangiora airfield fence. Submssions closed on May 20th.
Because of the very nature that this is an airfield so close to a densely populated area, widespread community consultation is required, to ensure that the safety of the local residents is not compromised and that the issues of noise nuisance and the negative impacts on property values have been heard and addressed.
Submissions opposing this designation will be heard on 25th July.
