Recover the damages and cost of terror from Terroristan/Pakistan

Petition: To be presented before the Secretary General, United Nations Organization. To recover the cost incurred for ‘The War Against Terrorism’ from Pakistan and Others Initiators of New-fangled Terrorism. Part A Since it has been proved that: Pakistan is the epicentre and exporter of terrorism, Pakistan Establishment has craved, chosen, conceived, created, promoted, propagated, protected terrorism and pleasured & profited from it. Part B Now with Osma Bin Laden being unearthed and killed by US forces in his Safe Heaven in Pakistan and the episode of the Parliament of Pakistan paying Homage to encountered Terrorist Laden has clarified the intention, stand, official policies, working and gravity of love of Pakistan for terrorists and terrorism. The outcome of Pakistan’s support for terrorism is there before the world. Foreseeing obvious consequence and the role of Pakistan and have made it inevitable and obligatory, on the part of Inter- National Community, Forces against Terrorism, Sovereign and democratic Governments and Civilized world to: 1. Take over the Responsibility and run the failed State Pakistan from Terrorist Establishment currently controlling it. 2. Arrest the guilty and recover the cost of this unprecedented, unwanted, forced war against humanity by them further punish & penalize them. 3. Set up a foolproof system and create atmosphere where terrorism cannot evolve again. Part C The value of life cannot be fully or truly calculated in terms of money. Such as emotional loss to the dear ones, family, friends and folks, whose life changes after the tragedies planted by terrorists, as emotional hollowness, effects on thinking and working, miss emotional, loss of emotional security, sharing of joys & sadness, physical security, sharing of family responsibility, joy to carry out household duties together. The Financial loss is calculated on certain established standard criterion that may be circumstantially justified, legal and realistic but not always truly fair. Children had to stay indoors, when they should have been playing, they were told the risk at crowded places, airports and in meeting strangers, touching toys; hence left with deep scars on mind and body. The loss of life has financial implications that can be calculated though vague, as based on income, age etc. Imperceptible consequential losses, as loss to the child in future career because of death of bread earner or because of or injury to sole earner, or interview missed because of delayed flight/train, especially in countries and society where there is no or weak Social Security is beyond calculation. Scientists who should have been working for betterment of societies were working on devices of military use. The Delays Traumas and insults to awaiting citizens at airports, for trains etc. are not gauged. However, the cost that can be calculated should be recovered from Pakistan and Others Initiators of New-fangled Terrorism. Cost includes: The amount of assessed financial value of lives lost. The cost of damages because of Injuries or bodily harm, impairment etc., Including treatment cost, suffering, pain, lost opportunities, financial losses, because of disability, debility and other shortcomings. The cost of damage to the tangible assets like buildings, furniture and fixtures, equipments, devices, every day merchandise items, commercial stocks, in it, vehicles, electricity supply system, water supply system etc and direct or indirect and notional insecurity, loss at stock exchange and other markets. The cost of environmental loss because of bombing or use of fire arms, ammunition, by terrorists or used to counter them. The cost of Oil and Natural resources spills/disasters by accident because of skirmishes to full battle conflicts or as intentionally as delay technique for advancing forces for as military strategy in war against terrorism. The cost of production/exploitation/extraction loss, excess than permitted procedurally accepted loss, from Industry, Agriculture, Mine, Service Industry, because of hostile or war like condition created because of terrorism. The cost of preventive measures as additional deployment, recruitment, training, indemnity cover, insurance cost etc. The cost of additional infrastructure created for prevention of terrorism. The cost of changes made to match the fresh threats of terrorism. The cost of financial loss incurred because of Production loss, decrease in Economic activities. PART D IT IS PRAYED THAT: To free all Nations, Societies and Individuals of the world from the clutches of terrorism and to liberate the People of Pakistan from mastermind, instigator and master of terrorism Pakistan Establishment; 1. The Failed State of Pakistan, that is now synonym of Terrorism, which is run by Warlords in uniform, should be taken over by Civilized World through UN or any other agency, help of UN Peace Keeping Mission, NATO, Indian Forces, US forces may be utilized. 2. The Terrorist Force i.e. Pakistani Military Establishment that has been trying for long to hoodwink the International community as if they are like any other lawful army, should be banned and dismantled immediately. 3. The Gangsters from the Terrorist Outfit that calls itself Pakistan Army/ISI etc. and whose members wear uniform to look like any proper army should be arrested and tried for Terrorism, Crime Against Humanity, Waging War Against Sovereign Nations who are also member of UN, waging War Against Humanity. 4. Members of the above mentioned terrorist outfits and other such outfits should be tried for killing, torture and kidnapping of innocent, unarmed or barely armed Civilians specially Pakhtoons, Baloochs, Sindhis, Saraikis, Religious Minorities and women under its domain. 5. No country should provide refuge, political asylum, temporary or permanent stay; concession of any kind, such an act by any nation is to be considered as guilty of being partner in crime. 6. All the losses suffered worldwide including those mentioned in the Part C of this Petition should be summed together with consensual and collateral loss and interest added to it, along with monetary and other penalties should be immediately be recovered from Pakistan Establishment, by auctioning their assets including land in institutional, personal, family/friends or phony name, military hardware, socks, investment, all other movable and immovable assets all the of Terrorist Outfits, Including armed forces of Pakistan and Pakistan Establishment Sponsored Organisations as Al-Quida, Lashker, etc. operating in Pakistan or elsewhere, Radical institute like Lal Masjid and its infamous leaders like Burqua deception experts. 7. Bank accounts of above mentioned be transferred to the one bank account managed by body created by UN to compensate the losses to victims of terrorism worldwide especially Afghanistan, India, UK and US. Compensation addressee also includes Religious & Linguistic Minorities and other disadvantageous groups like women of Pakistan. 8. To assure that terrorism does not grow again, efforts to form de-facto democratic, fair, civilian and civilized government with no sympathisers of terrorism should be undertaken; education and information system should be based on reason and forward looking outlook and not on radical fundamentalism. 9. To defend the country of Pakistan from any threats, in a new refined, responsible and professional force of Pakistani citizens should be created under UN, US and India. Till such force is fully ready to take over the reins UN, US, UK and other Nations along with India should administer Pakistan. 10. Under UN supervision Autonomy to grant to all four State of Pakistan and a special status should be provided to Mohajirs. 11 .Tribal independence, lifestyle, practice, values and beliefs may be safeguarded. Efforts to improve standard of living of tribal Areas and intra and inter-tribal relation by mediation to end sectarian violence and provide truce amongst the tribes be initiated. Tribal and semi Tribal Dir, Chitral, Kalash and Swat should be managed by indigenous people as UN Protectorate and their indigenous culture, faith and customs should not be subjugated. To displace the demographic set up programmed migration of outsiders was undertaken by Pakistan Establishment, as remedial measures to neutralise the effects of passive ethnic cleansing, relocation of outsiders should be undertaken. 13. Pakistan Gurdwara Prabandhak Committee should be independent of Government and Establishment of Pakistan, Wakf Board or any Institution or Individual that is not Sikh. Akal Takht Supreme body of Sikhs should have nominated members in PGPC and Pakistani Sikhs are allowed and encouraged to participate in their Religious affairs on both side of Border. Hassle free movement for Sikh Shrines and Hindu/Jain/Buddhist/Parsis holy places for Devotees from both sides of the border be guaranteed. 14. All Prisoners of foreign Nationalities should be transferred to Prisons outside Pakistan and fare trial be held by UN. 15. Many members Pakistan Establishment and members of terrorist groups or their active or passive supporters some with dual/multi identity are residing outside Pakistan as migrant, asylum seeker, citizen, resident or illegally, some of them are active, or sleepers or have apparently or actually disowned their Organization. They should be tracked as Nazis were chased in past and be arrested prosecuted. Passport of Pakistan Nationals or former Pakistanis should be re-scrutinized, it should be mandatory to display the Former-Pakistani on all documents of latter acquired citizenship, passport, residence permits, employment papers, social security, driving licence etc. Or for applying for visa, stay, and admission into educational Institutions etc. 16. Hindus, Sikhs, Christians, Parsis, Bhais, Durzees, Atheists, Ahmadiyyas, Bhoras and other discriminated should be granted stay in other countries as refuge/uprooted victims of Faith under UNHCR. 17. Regions of Sanghar, Mirpur Khas, Umerkot, Ghotki, Kasmore and Tharparkar should be declared Secular Enclaves not under any religious law. 18. Illegal possession and claim of Pakistan over Indian Areas including that of State of Jammu, Kashmir & Ladakh, should me immediately transferred to India and Claim over Sir Creek Area should be dismissed forever. 19. Illegal possession, usage and claim over Natural Resources i.e. water resources, and rivers etc. should be stopped, the market/fiscal value of these resources along with interest and penalty should be recovered from Pakistan. 20. Illegal Possession of Land and Resources of Afghanistan by Pakistan should be vacated immediately; value of resources used/extracted by Pakistan, and the loss incurred by Afghanistan because of non-availability of these resources should be compensated with interest and penalty. 21. Detailed investigation into ‘refuge management and manipulate industry for terrorists and other wanted persons’, by Pakistan should be conducted. As while OBL was living and caught/killed in his safe haven in Pakistan, even at that time he was planning, executing, overseeing and instructing terrorism. So detailed investigation of the premises should be thoroughly done, whatever physical evidences, witnesses, forensic examination, engineering and planning of the fortress, source of material, any hidden passages, escape route to his mentors premises Pakistan Military Buildings nearby or readymade systems for destruction of evidence and building he lived in or suicide devices were there, of course that he did not use couldn’t use were there? If there was any second safe heaven made for him? How many more safe heavens and for whom are there, whether in use, abandoned or set aside for future use.
