Support Jay Bernas for City Council

We are all proud that Delegate-Elect Ron Villanueva continues to make history as he moves on to faithfully represent the 21st District in Richmond. In order to effectively fulfull his duties as a State Delegate, Delegate-Elect Villanueva must leave behind his seat on the Virginia Beach City Council. The vacant seat must be appointed by the City Council. The purpose of this petition is to show support for Jay Bernas to be appointed to fulfill Ron's term.

Jay Bernas, P.E. is a professional civil/environmental engineer and serves as the Chief of Planning and Analysis at HRSD. He manages four highly-technical sections: Hydraulic Modeling, Data Analysis, Geographic Information Systems, and Planning. In addition, he is also responsible for planning HRSD's $1.2 billion capital program. For the last four years, he served the community on the Va Beach Planning Commission where they review land use applications that shape the future of the City. Prior to HRSD, he worked as an engineer with the City of Virginia Beach on 31st Street Development, Sandbridge Beach Replenishment, Rudee Inlet Infrastructure Improvements and other large capital projects. In 2006, he was awarded the "Young Public Administrator of Year" by the American Society of Public Administrators.

By signing below, I offer my support for the Virginia Beach City Council to appoint Jay Bernas to fulfill the remainder of Ron Villanueva's term. Commissioner Bernas' diverse government background in complex analysis, capital planning and land use planning makes him an excellent candidate that we are happy to endorse.
