Ban Xenon and Ultra-Bright Headlights

This is a call to the Ministry of Transportation to ban the use of Xenon or ultra-bright headlights.
Yes, these headlights allow the driver to see better when travelling at night and on unlit roads, but at the cost of the drivers in oncoming traffic seeing less. Encountering these headlights on dark roads is very distracting, and even blinding to opposing traffic, causing those drivers to not be able to see the lines on the road and their surroundings. Vehicles are equipped with high beams already. Those are sufficient when used in appropriate situations, and turned off when a car approaches in the oncoming lane.
