WHEREAS, the City of Greenville aspires to an exceptionally high quality of life with a thriving downtown which is recognized nationally as an example of a state-of-the-art community in which to live, work, and play; and
WHEREAS, a communitys quality of life is enhanced through the fostering of a vibrant downtown, the creation of enjoyable and family-friendly recreation opportunities, and the reduction of congestion and air pollution; and
WHEREAS, the development of a network of bicycle lanes and bicycle routes, and of related bicycle amenities, represents a significant step toward fulfilling Greenvilles vision of a state-of-the-art community; and
WHEREAS, there exists an immediate opportunity to initiate the realization of the central portion of a network of bike lanes within the city through the improvements currently planned for Richardson/Townes/River Street by the South Carolina Department of Transportation;
WE, THE UNDERSIGNED, CALL UPON THE MAYOR AND CITY COUNCIL OF GREENVILLE, SOUTH CAROLINA, TO:
Recognize the importance of bicycle lanes, paths, routes, and other bicycle accommodations to the citys ongoing revitalization and development strategy;
Work with local bicyclists and the Greenville Spinners Bicycle Club to create and implement a comprehensive plan for improving cycling facilities within the City of Greenville; and
Endorse the conversion of Townes/Richardson/River Street a key link in the Spinners proposed downtown network of bike lanes to a three lane road to include a bicycle lane on each side when it is resurfaced in fall 2004.
