Cellphone Service for southwestcoast Newfoundland

We the people on the southwest coast of Newfoundland would like to have cell service as there is alot of places on this coast where people might get stuck and have got stuck on the road in the winter time . We all have cell phones but cannot use them in case of emergency because of no service . It would be very useful for the ambulances and fire brigades
