Save Tai Long Sai WanA Stop the Sabotage of the New TerritoriesЁ Petition

We are deeply saddened that the natural landscape and the ecology of Tai Long Sai Wan in Sai Kung have been damaged by private construction works recently.
In fact, the development threat faced by Tai Long Sai Wan has long been there. The Government has had experience in dealing with such ambush destructionЁ before. The Government holds a trump card, and now is time to act.
Thirteen years ago, the property developers are already eyeing for developments in Tai Long Wan. On 10 April 1997, without prior consultation, the then Governor Chris Pattern ordered the Town Planning Board to draft a Development Permission Area Plan for the Tai Long Wan area, in accordance with Section 3(1)(b) of the Town Planning Ordinance, and the gazettal procedures had been completed within 22 days. From that day onwards, all the developments in the area were frozen. All developments in contravention to the planning objectives would have to seek prior approval of the Town Planning Board. Otherwise it would considered to be illegal.
Hence, we hereby demand that:
1. The Chief Executive should immediately order the Town Planning Board to prepare a draft Development Permission Area proposal for the Tai Long Sai Wan Area, and designate the affected site as a Coastal Protection AreaЁ; the gazettal procedures must be conducted in less than 22 days.
2. The Chief Executive should immediately establish a New Territories Countryside Task ForceЁ, and instruct the Secretary for the Environment and the Secretary for Development to conduct reviews on the four faulty policies which led to the destruction of the countryside in the New Territories. They include: 1) Nature Conservation Policies; 2) Town and Countryside Planning Policies; 3) Country Park policies; 4) New Territories Small HouseЁ policies.
3. The New Territories Countryside Task ForceЁ should fully disclose to the general public on the extent of the destruction of the countryside in the New Territories. It should also conduct public hearings, and come up with reform recommendations within six months time.
