We, the undersigned, have heard of the treatment received by Mr Josafa Santos when he attempted to visit the UK for a two month course of study (28th February 2007 Heathrow Airport Flight TP 384 (from Portugal original flight 192 from Sao Paulo))

We would request that:

1) Mr Santos be given immediate permission to return to the UK to undertake this course of study;
2) An apology is issued to Mr Santos for the emotional and financial distress he suffered;
3) An investigation is undertaken as to whether the treatment received by Mr Santos at the hands of immigration officers breached his human rights.

Mr Santos has welcomed and supported many British and American visitors in his home city of Sao Paulo, Brazil. He works many hours, teaching and studying English. He does to support his young family and to serve his local community.

His ambition is to perfect his English skills to further his career. It has long been Mr Santos dream to come to the UK to advance his studies and then return to Brazil. He has no wish or intention of staying in the UK.

On 28th February 2007 Mr Santos arrived in the UK but was refused entry for a two-month course of study. This was despite having a letter of acceptance from a reputable college, an international credit card, money for two months, a course that had been paid for in full and accommodation that had been part paid. Mr Santos has many friends in the UK who would support him financially, ensuring he would not need to take employment during his stay.

Immigration officials interviewed Mr Santos for several hours. During this time he was:
h denied access to his medication;
h not given food or refreshments;
h left to sleep on a wooden bench with no bedding over night;
h told he didnt need to study in England, that he could study in Brazil.
