And, whereas the decrease in Scratchbuilding points allows kit-built models, assembled from pre-cut parts and with the help of detailed instructions, with a few scratchbuilt additions, to earn nearly as many points as can been earned by a model that has been built after many hours of research and planning, thus reducing the value of the skills of a scratchbuilder;
And, whereas the increase in Conformity points is prejudicial against freelance models;
And, whereas the contest should be a test of the model-builder's skills:
The Lone Star Region proposes that the scoring system for NMRA contests and the Achievement Program should be changed to award 40 points for Construction, 25 points for Detail, 10 points for Conformity, 25 points for Finish and Lettering, and 25 points for Scratchbuilding.
