PayPal support in Serbia&amp;amp;Montenegro

PayPal, an eBay company is used as Payment system for many Auctions,mostly for eBay.Citizens from Serbia&Montenegro(ex. Yugoslavia) are not able to use PayPal services,because of some problems that PayPal had with few users from Serbia&Montenegro.So, we think that PayPal should start accepting registrations from our country,at least for sending money,because we are disclosed for no exact reason.
