Request for Removal of Shelia Kambic as an employee of HCPFD

On account of Ms. Shelia Kambic's guilty plea to Official Misconduct 1, on September 2, 2009, in a proceeding in which:

Judge Rodgers stated several times what Official Misconduct consisted of, and gave Ms. Kambic four opportunities to state that she was not guilty, in which all four times Ms. Kambic plead guilty

Ms. Kambic stated that she understood a plea of guilty would result in the requirement that she forfeit her position two different times

Subsequent to the proceeding Ms. Kambic has ignored Judge Rodgers condition that she forfeit her official position

We express our vigorous concern that Ms. Kambic has unfettered access to very sensitive, private data on each firefighter associated with High Country Fire Protection District. This data includes each firefighters Full Name, Social Security Number, Date of Birth, Medical information, Background Check information, Information regarding the firefighters Pension Plan and control over the Pension plan, along with sensitive information from other types of records kept and/or accessible by the Business Manager.

We also express our concern that Ms. Kambic has access to all call reports and medical reports that are filled out for each call in which High Country Fire Protection District responds, and these reports may contain sensitive information regarding the private parties involved in the call.

We share concerns about the potential for public safety being adversely affected should Ms. Kambic remain an employee of High Country Fire Protection District.

Ms. Kambic has repeatedly, by her actions, shown that she has no respect for HCFPDs volunteer firefighters.

We respectfully petition the High Country Fire Protection District Board of Directors to immediately remove Ms. Kambic from the position of public service that she currently holds as Business Manager for High Country Fire Protection District.

Furthermore, we respectfully request that Ms. Kambic not be employed by the District in any position paid for by the taxpayers of Gilpin and/or Boulder County.

In addition, we respectfully request that her position be filled by an individual that can work directly for the Chief, (which meets the Special District Associations recommendation that all employees report directly or indirectly to the Chief, because the Chief is considered to be the CEO of the department); is an individual that meets an agreed upon set of qualifications between the HCFPD BOD and the Chief; is an individual that has no prior affiliation with High Country Fire Protection District that would affect their ability to perform this job to the satisfaction of the HCFPD BOD, the Chief, the firefighters and the taxpayers.

Finally, we respectfully request that among the criteria to be considered for candidates to replace Ms. Kambic position the following be included:

1. Demonstrated superior communication skills
2. Demonstrated effective interpersonal relationship skills
3. Demonstrated ability to work as a constructive part of a team
