SAP,Secondary Audio Prog. in English

I am making this problem public.Not knowing if anyone else had ever thought about it.SAP,Secondary Audio Programming,should also apply to Spanish broadcast channels broadcasting in the United States.The thing is that if I would like to watch a Spanish language channel,I should be able to listen to the channel in English.I see it as a double standard and should be fixed.I can watch anything in English and push the SAP button.Then I hear English.All channels broadcasting in the United States should be required to offer SAP in English.
