Upgrade Joy Lane from a Footpath to a Bridleway.

Some time in 2005 Joy Lane was downgraded from a public highway to a footpath. This was due to an increasing amount of antisocial behaviour involving cars stopping on the road. (I wont bother you with the gory details!).
This led to the road being closed to cars and re-categorised as a footpath. This re-categorisation also meant that horses and cyclists where also banned from using this route. As it was neither horse riders or cyclists who created the antisocial behaviour problem which led to this highway being downgraded I see no reason why it could not have been downgraded to a bridleway at the time, and see no reason why it should not be upgraded to a bridleway NOW.
Joy Lane cuts the corner off Clay Lane and Gorsey Lane, two very busy roads in Burtonwood. This provides a safer route to the nature reserves in Burtonwood. Joy Lane is wide track covered with hardcore which is used by 4x4s for access so riding or cycling on it would not cause any damage to either the track or the land adjacent to it.
